The primary background of the entire cover is medium blue, both for the sky and a waterway.

Three ships are shown in silhouette on the waterways.

In the foreground at the bottom of the cover and additionally on the other side of the river on the left near the bottom are skyscrapers in black/dark blue silhouette.

At lower right are two human figures (black/dark blue silhouette). The left one appears to be using binoculars, and the right one, a machine gun.

The title, "Spot-a-plane" (orange with red up-shadow, in regular serifed font) appears to the right of the dominating airplane, with "TRADE MARK" (in black) below it and on its right. Below "t-a" in "Spot-a-plane" is "Game" (orange, thin cursive script).
