At upper right on blue is "AN ALL-FAIR GAME" in the usual ALL-FAIR font in yellow.

Below "TRAFFIC" in the lower left quadrant of the cover is a yellow background with a uniformed officer (blue hat with medallion, blue sleeves, blue collar, etc.) holding a whistle to his mouth with his right arm while holding his left arm outward, wearing white gloves on both hands.
