Below "TRAFFIC" in the lower left quadrant of the cover is a yellow background with a uniformed officer (blue hat with medallion, blue sleeves, blue collar, etc.) holding a whistle to his mouth with his right arm while holding his left arm outward, wearing white gloves on both hands. Behind his head to the left is a stoplight with a red light. Above his left arm is "LEARN TO DRIVE" above "AND SAVE LIVES", appearing horizontally.
