At top and bottom are thin horizontal black rectangles, each with purple silhouettes of clown figures.

The main portion of the cover has a black outline and orange background.

The title, "HOOPLA" (thin white lines with thick black borders) appears at top, center-left.

At lower left is a green springboard from which a clown (bald, white collar, red top, green pants, black/red shoes) has jumped, and is heading rear-end first through a hoop (black outline, red flower-shaped area in center, the rest white inside) held by another clown (white frilly collar, blue top, red pants with a yellow star on one leg, blue shoes, and white cone had with two red balls) who is standing on a round green stand.

To their rear, and below the title, are three more clowns. The one at right (blue top and pants, red shoes, white frilly collar, bald) is on another springboard, another (green outfit, white frilly collar, red shoes) is leaping through another white hoop held by a third clown (blue outfit, green cone hat, red shoes) who is standing on another round green stand.

The long aprons have no text. The short aprons have "HOOPLA" (in white) at the center.

The target (8 3/8" square, 7/8" tall) consists of an array of 6 by 6 holes (1" in diameter) organized into groups of 4 for point purposes. The point numbers each appear within a 4-petal flower of varying colors. From top left to right and going down, the points are: 7, 3, 9, then 4, 10, 2, and then 6, 5, 8. Four cubes of wood hold up the target.

A catapult depicting a hand (2 3/4" by 6 1/8" at maximum), made of thick cardboard (1/4"), is mounted on a flattened wooden dowel (3/4" in diameter by 1 3/8" long).

7 conical hats are included that are intended to be catapulted into the target holes. Each is made of rolled paper, and each depicts silhouettes of clowns in multiple colors. 3 of the hats have a black background, 2 red, and 2 blue.
